One thing is before you go off and try to develop an idea please test it out there is so many ways to do this with small spend . I have seen people spend thousands on a website which you can simply by of the shelf . There is plenty of templates and services that can you put up yourself very quickly  and  unless you have something very unique which requires engineering in that case there is a different IPO. Main thing is when I listen to entrepreneurs they have an idea and all believe in the field of dreams -you will build it and then they will come. Spend time on testing out your idea before spending money

When most tech startups say they need an equity-based CTO, they're basically just looking for a free developer. And usually, they'll want someone who they can offload the responsibility for the technology to. Not saying this is you, but it's very common.  

If however you have a enough budget to outsource/offshore your development, then you may just need some high-level strategic advice and product management on a part-time basis in order to properly manage that process and make sure you don't lose your shorts :-P

I am tempted to say based on my experience that when starting out, one needs strategic tech advice may be once a week or two weeks and some hands on the ground which many people get hold off through outsourcing. It is tempting to look for a person that can do both but one needs to be incredibly lucky for that to happen. More importantly one may end up spending precious time looking for a person like that when it is usually not necessary.
