While I agree that it would be great to have everyone participate, I think low the participation rate has less to do with the topic being discussed than it does with principles of social participation, such as[masked]: https://www.90-9-1...­
Same reason why college professors tell their students that X% of their grade depends on active participation in classroom discussions, as they know only a minority will participate unless "forced" to.
