At this point, google crowdsources traffic intelligence by analyzing velocity data from their infinite GPS user base.

Google Maps was a map that happened to have traffic data from other
sources in it. Now it has Waze data in it.
Perhaps Google could have created their own crowd source traffic data
product but integrating the features into Google Maps. But they
choose to buy Waze instead.
Google Maps and Waze are different animals.

The reporting features on
Waze are the differentiators for people who get behind a car &
travel frequently, and it seemed pretty obvious that those were the
