A few points, may or may not be related to tech:
(1)  This is only an advisory vote, non-binding.  The UK Government will likely attempt to negotiate some sort of concessions from Brussels before committing to leaving the EU.
(2)  Why, why, why?  The UK already has a special status within the EU.  They control their own immigration (of non-EU citizens at least) and have their own currency and central bank.  And UK citizens have the right to live, work, and study in the 27 other EU countries.  Why would so many people vote against their OWN freedom of movement?  Irrational patriotism and xenophobia are powerful motivators I guess.
(3)  The world has survived other orderly secessions, including the breakup of the Soviet Union, British Empire, etc before. 
(4)  The economy wasn't so great in the UK in the 1970s and 1980s.

The only positive thing I can see out of this vote is on a personal level -- it was a good thing I waited before buying my flight tickets, hotel room, etc. for DrupalCon Dublin since the British pound-US dollar rate will probably be in my favor now :)
