this is interesting a "tax" for unlimited downloads. Its similar to ASCAP and BMI licensing for radio stations. Would you pay a few dollars a month for unlimited music and video downloads or streaming?

how do you separate the winners from the losers, as that content most viewed should receive more money?

its a sociological problem, how to get all those parties to agree on this. ie, it will probably never happen here.
