Agile methods like Scrum don't always succeed. In fact, the latest Standish Report (http://versionone.com/assets/img/files/CHAOSManifesto2013.pdf) shows that those who report they are doing "Agile" methods are no more successful than those doing waterfall methods.
Agile methods are a means to an end - and if they don't produce better results then we shouldn't be using them.
