Boulder Web Design: What makes a great site?

I've organized another meetup! Thanks to Kira, we'll be meeting at the Boulder Digital Arts space in, well, Boulder.

The focus of this event will be subjective thoughts on what it takes to make a great site? Is it Flash? Is it HTML5? CSS? Or are the best sites the ones that focus entirely on the user experience, or design?
