Micheline Casey Bio
Micheline Casey is the Chief Data Officer of the Board of Governors of the Federal Reserve System. She heads the Office of the Chief Data Officer (OCDO), an enterprise service organization for data governance and data management and leads the transformation of data management and information sharing across the Board and broader Federal Reserve System as appropriate. She owns and leads the development and implementation of the Board enterprise data strategy, creating policies for improving data quality, enhancing data management practices, integrating data delivery, and leading the governance of enterprise data management practices, programs, and initiatives. She also provides thought leadership to Board senior executive level division directors around data innovation and optimization, in alignment with mission critical functions and new business drivers.
Ms. Casey was the first state government Chief Data Officer in the country, and part of the Governor’s Office in the State of Colorado. Ms. Casey was responsible for developing and executing the State of Colorado’s enterprise data strategy and data governance and data management frameworks across the State’s Executive Branch agencies. Her private sector experience includes jobs at ChoicePoint Government Services (now LexisNexis Risk Solutions) and IBM Global Services.
Ms. Casey has won several honors, including DC’s Top 50 Women in Technology and 2011 Top 25 Information Managers. She has spoken globally on data governance, data management, and open data issues. She has her Masters in Business Administration from The University of Georgia, and her Bachelors of Science in Marketing from The Pennsylvania State University. Ms. Casey also sits on the Board of Directors of the Midwest Reliability Organization.

Tugkan Tuzun - Federal Reserve Board
Tugkan Tuzun is an Economist at the Capital Markets Section of the Federal Reserve Board. His responsibilities include providing research and policy analysis to the Federal Reserve Board regarding domestic asset prices and corporate finance. He previously worked at the Commodity Futures Trading Commission and was one of the main authors of the report to the Congress about the "Flash Crash" of 2010. Tugkan's research interests are institutional asset management, asset pricing and market microstructure. His recent work covered topics such as high-frequency trading, exchange-traded funds and stock market crashes. He holds a Ph.D. degree in Finance from the University of Maryland and a M.A. degree in Economics from the University of Virginia.
David Lincoln - WISE Gateway
David Lincoln is co-founder of WISE Gateway, a firm launched in 2012 that helps wealth management executives communicate more effectively, make better decisions, and improve their own performance by providing performance reports, high-quality comparative benchmarks, and empirically-derived insights about wealth management sales, productivity and pricing strategies.
In various capacities, David has advised wealth management, family office and financial services executives for more than 15 years. David has written extensively on a broad array of issues and is a highly-demanded speaker at industry events and client meetings.
David has a bachelor’s degree in economics and history from the University of Virginia in Charlottesville and a master’s degree in business administration with a concentration in finance from Columbia Business School in New York.
David’s wealth management-related areas of expertise include: ultra-high-net-worth and high-net-worth individuals; private banking, trust, brokerage and asset management; single and multi-family offices.
