Web API service for creating and converting MS Word, RTF and PDF documents?

I'm working with a client with an existing Rails application that generates Microsoft Word, RTF and PDF documents as (downloadable) output.? It's important that this output contain paragraph formatting correctly (such hanging indents for paragraphs).

The application currently runs a background jruby server which uses the itext Java library as document generation library which can output RTF (good enough for MS Word) and PDF.? For various reasons, notably hosting restrictions, we want to get away from the requirement of needing to link to a Java library, and would prefer to use a web API service instead.

Google Docs does offer such a service, to create documents via api and download them in various formats.? However the fidelity of paragraph formatting is not good enough for our purposes.? Also terms of use and traffic/data volume limits could be a concern with Google Docs.

I'd be curious for any suggests of services you know of or have tried, and their commercial viability (uptime, reliability, price point).
