Science establishes facts. For arguments sake, what are the presuppositions of the public that shapes Scientific conclusions?

Example, we all take Memory for granted. Where does memory, an abstraction, exist physically, how can Science explain that?

Assuming it is by the physical interaction of ganglia & neurons, is that an authentication, or an observation (of the effects)?

Where exactly can memory be qualified in the context of a a fluid, dynamic state?
