With U.S. unemployment and layoffs reaching historically high levels, American workers are less secure in their jobs than ever before.  Experienced American workers in their prime earning years are being “downsized”, “right-sized” and “capsized”, even after years of dedicated and loyal service, because of structural factors beyond their control. And yet, these workers represent “human capital” ready, willing and able to continue to contribute to American Society and to the global economy.

The American workforce is among the most highly skilled and developed workforce in the world. To lose these potential contributions would be a terrible “dead weight loss” and an inefficient allocation of human resources. One solution is retraining on a massive scale and a “grass roots” social networking and small business development program.  The problem is one of resource allocation.  We are proposing a New Industrial Policy to retrain aging Baby Boomers and “downsized” others so as to best utilize their collective experience and transferable skills and to harness them for the New Global Economy and the 21st Century.
