Twitter Bootstrap is a framework from Twitter for kick starting development of a web application. It includes CSS & HTML for typography, forms, buttons tables, girds and more. It also contains popular jQuery JavaScript plugins for modal dialog boxes, tooltips, carousel, drop downs and much more.

It comes from Twitter employees but has little more to do with Twitter than that.
