I'll pipe in on this too. One thing to keep in mind is that waterproof paper isn't a desirable trait for bedding/flooring . . .though under the brooder box, if it's cardboard is a good idea for obvious reasons. For the first week or two, I don't use shavings at all, they do kick it into the water, the feed, etc. Like Jason pointed out, newspaper is a bit too slippery really, and it really does increase the potential for leg issues.
Unfortunately, sometimes the chicks won't have these issues immediately, and by the time the damage shows up, the actual cause . . .smooth, tractionless flooring, is forgotten about and other things get 'blamed' for the leg problems.

But there is a quick way to change the 'slippery' issue with newspaper. Crumble the newspaper up into a tight ball, unball it, crumble it up again, then unball it again, and kinda smooth it out. This kinda "fuzzes out" the newspaper and puts thousands of little 'ridges' in it which then gives it good traction.
