Run java from Dos from cfexecute issue

This is an interesting one. I have a dos script that runs a java program that submits a request to a remote CDN server to purge a file. if I run the script in a dos window on the server it runs fine. If I try to run the dos .bat via cfexecute in a CF template the java command does not seem to run. I get no errors nor any output that should be generated. The actual .bat does get executed because I added echo statements which are redirected to a file and the echo statements are in the file.

The cfexecute
<cfexecute name="d:\temp\ccuapi-axis\refreshUR­L.bat"></cfexecute>

The java command in the DOS script
java -cp "%CLASSPATH%";. com.akamai.www.purge.CCURequest -user someUser -pwd somePwd -file someFile -email someEmailAddress

Any ideas on accomplishing this differently in CF (create object ...) would be appreciated. There do not appear to be methods in this class to execute other than main().
