Who's TLD is it? City, State, or Internet Community?

Details
Who's TLD is it: the City of New York, the State of New York, or the Internet Community?
Tomorrow 's G+ Hangout (https://plus.google.com/i/dfX6OlVqIUg:l0RUKL1XqtM) will address the question about New York's TLD: "Who's TLD is it: the City of New York, the State of New York, or the Internet Community?"
It's somewhat complicated if you consider that there are several options - .newyork, .newyorkcity, or the presumed .nyc - with the city, state, and "Internet Community" having more or less rights or power to claim each.
To help sort this out we'll have two guests - Mike Palage, an attorney and former member of ICANN's board of directors, and Danny "The Public" Younger.
The venue is my G+ Hangout (https://plus.google.com/i/dfX6OlVqIUg:l0RUKL1XqtM), so only 10 can attend. But it will be recorded for presentation elsewhere. It's from 10-11 AM.
Best,
Tom Lowenhaupt
