I worked for a year on a Rails project on a Windows machine.  It was a small company and they issued the laptop.  It was the same situation that you're describing where the development was done on Windows, then it was run on a Ubuntu box for QA and production.  Granted it was Rails 2 so we didn't have the bundle exec problems that someone described earlier, but I was surprised how well it ported.  You do have some minor issues such as you have to use File::SEPARATOR instead of just a slash, but that's probably not a bad thing anyway.  We also used a separate settings.yml file that held the root paths to directories.

Also there were some problems where we were using third party software to take movie snapshots, so we had to use ffmpeg on Windows to do the same thing.  But I never saw any "core" differences where something worked differently on Windows vs Ubuntu.
