Activist developer wanted for very short high impact project

HI:
We're developing a prototype app that could be given or sold to small to large national orgs to
make it much easier and faster to recruit exponentially larger number of people will to get arrested for a cause.
CreedoAction has one version of this, but it is missing a critical element or two. However, Creedo's "Pledge of Resistance" recruited more than 75,000 people in I think less than a month willing to get arrested if Obama OKs the XL pipeline. Needless to say, once can get the first 5,000, you become "psychologically viral"--you remove the fear of getting arrested for most people.

I have a 5pp paper mockup that covers the UI pretty completely, and open to it being done in php, Joomla, or whatever.
We also have some neat domain name(s). There's probably less than 115 user stories at the moment.

We also need a designer.  We have one very sporadic programmer, who is finishing a prototype (clickable) in joomla,  but he is not dependable and spread too thin, though very smart,and politically very dedicated --has gotten arrested him self 2-3 times in past year or so (getting his PhD in both computerized music and i think cs)

We are in Bay Area, but fine if you are in NYC. I could move back there if i find the right partner(s)

If we like working with each other, i have bigger and equally high impact projects in mind for the future. All fundable.
