Yes, I had to sit through it for a few years while on the Commission. They were de-fanged years ago but live on as a ‘planning’ agency that does nothing. Farmton is no big deal, most likely more deal to sell land to the State than anything else.
Brevard County funds were not used for I-95. Not in Brevard, not in Volusia, not anywhere. I-95 is state funded. Anything the county may spend to expedite, if they did, is refunded.
Does anyone know anything about the "East Central Florida Regional Planning Council"?

Agenda 21 and all its "sustainable" BS is already here in Brevard County. Its called the "Farmton" project.
Check out the Brevard County Commission Agenda Packet for July 10, 2012; Agenda Item VII. A. 1. It starts at PDF page 556. It is complicated and rather involved, but see the "new"
"OBJECTIVE 17" (not the strike through) and you will find all the wildlife corridors, all the green development criteria, the "walkalbility" and no need for cars standards, the prohibition of "sprawl" and the use of septic tanks, etc. associated with Agenda 21.
As the eastern boundary of the Farmton Project is I-95 (including both Brevard and Volusia Counties) and the first permits for use or occupancy are not to be issued until sometime in 2016 (coinciding with the completion of the widening expansion of I 95) it strikes me as more than a coincidence that the Brevard BCC voted to spend Brevard County funds to widen I-95 in Volusia County.
These sustainable Agenda 21 development standards may also be entwined the "Emerald City" project in Palm Bay, but I have not personally looked into that development.
