What am I using? Basecamp (3 project Basic Plan--look for the fine  
print under the three featured plans), for $24.95/month.

I'm part BA...I can't help it:

Would Basecamp solve your problem if it weren't for the cost?

Why locally installed, especially when you need online document  
collaboration and a centralized task list? Cost? Perceived or actual  
security? Do you already have web hosting? If so, what extras come  
with your hosting contract?

Are the people all in one place? Who's not? What do the remote people need?

What do you need beyond basic file sharing?
1. Source code version control (You need that, just my opinion)
2. Project management tools e.g. Gantt charts, that are hard to do in  
a spreadsheet?
3. Bug/issue tracker (sounds like you already have it)

What are you guys using for project management?

I know BaseCamp is supposedly the  bees' knees but quite expensive and  
ActiveCollab, the previously "free" alternative to it is now much less  
free. Are there any other solutions, possibly open-source, that  
provide the necessary tools for basic project management? I use  
MantisBT for bug/task management but I'm looking for  tools that can  
help with online collaboration on documents and "who's  doing what"  
project management. Something I can install locally preferred.
