Kelvin Chan, Managing Director, East West Bank

Mr. Chan has over 17 years of extensive tech banking experience ranging from lending to
venture back tech companies to mid cap tech firms to Fortune 100 tech enterprises. He
joined East West Bank in 2006 as the Founding Manager for the Bank’s Technology
Banking Group. Under his leadership and the Bank’s “Bridge Capabilities” in offering
cross border financing, Mr. Chan has successfully built a well diversified tech loan
portfolio from ground zero with profitable operations achieved at the first year of
operations. In addition, he has significantly enhanced East West Bank brand awareness
in the investment and technology communities and solidified relationships with many
top-tier VC and PE firms in both sides of Pacific.

Prior to joining East West Bank, he was the founding member of the Technology
Banking Group of United Commercial Bank and was instrumental to significantly grow
the tech lending practice there.

He has financed many tech firms, during early stages of their development, including
Infinera (INFN), Teknovus (acquired by Broadcom), MontaVista Software (acquired by
Cavium), Force10 Networks (acquired by Dell), Zantaz (acquired by Autonomy),
Beceem (acquired by Broadcom), Sigma Designs (SIGM), NextG Network (acquired by
CrownCastle) and others.

His banking career also includes lending positions at Silicon Valley Bank, Sumitomo
Bank Ltd. and Wells Fargo Bank.

Andre Levi, CFO, DCM

André Levi leads DCM’s Finance team, which is responsible for the financial reporting and analysis of the firm’s investment funds as well as the day-to-day management of global firm-wide finance matters. André is also involved with the planning and execution relating to DCM’s investment activity and portfolio company financial transactions. In addition, André serves in an advisory capacity to DCM’s domestic and international portfolio company management teams, providing operational and financial guidance and assistance.

André has over 14 years of professional experience in the financial services sector. Prior to joining DCM, André was an Assurance Manager with PricewaterhouseCoopers providing audit and business advisory services to numerous venture capital funds and technology companies. Previously, André was the Contributing Editor for the Closed-End Fund Digest, a prestigious investment newsletter subscribed by both institutional and individual investors, where he covered closed-end equity funds focused on the emerging markets of Latin America and the “Asian Tigers”.

André is a Certified Public Accountant (California) and is a member of the American Institute of Certified Public Accountants and the CFA Institute.

Ben Naskar, CEO, Skycross

Ben Naskar has more than 25 years experience in the wireless semiconductor industry. Prior to joining SkyCross in November 2010, Naskar was VP & GM of the Wireless Networking Business Unit at Atheros Communications and a corporate officer of the company ( Atheros was acquired by Qualcomm for $3.5B in 2010). In this position, he grew the business from $250M to a run rate of $800M over three years, gaining market share in all product and market segments.

Previously, Naskar served as VP & GM of the Communications Group at PMC-Sierra the largest Division in PMC. In addition, he has several of hands-on international experience in Asia pacific, where SkyCross has five facilities. For more than eight years, he was the China-based VP and Managing Director of Asia Pacific at Analog Devices, growing a $55 million division to $650 million in revenues within six years. Naskar also headed a successful startup as CEO and President of Magfusion, a provider of RF MEMS devices. Naskar also held senior management positions at National Semiconductor and Advanced Micro Devices. He is also experienced in leading several successful M&A’s worth several hundred millions of dollars.

Naskar has a bachelor’s degree BSEE in Electrical Engineering from the University of Auckland, and has an MBA in International Business, Marketing and Finance, from the University of Wisconsin-Madison, School of Business, where he graduated Magna cum Laude. Naskar has also completed the Executive Business program at Stanford University and graduate MSEE courses at University of Santa Clara, California.

Portia Ku, Partner, OMM

Portia Ku is a partner in O’Melveny’s Silicon Valley office and a member of the Transactions Department. Her practice focuses on capital markets, mergers and acquisitions, venture capital and private equity financings. She has represented U.S. underwriters and leading foreign companies in Asia with respect to securities offerings and associated pre-IPO restructuring, as well as mergers and acquisitions. She has had significant experience in cross-border transactions particularly in representing Fortune 500 companies such as General Motors and Dow Chemical with respect to their direct investments in the Greater China region. Her broad corporate experience includes representing the companies, including Nobao Renewable Energy, China Kanghui, 7 Days Inn, Giant Interactive, Wuxi Pharmatech, Acorn International, Mindray International, and Besunyen, LifeTech Scientific, Christine, as well as the underwriters in the, Concord Medical Services Holdings, Chemspec, China Sunergy, CNOOC, Comtech, TravelSky Technology, and in NYSE, Nasdaq and HKEx initial public offerings, as well as establishing their stock-exchange listings.

Portia worked for the largest law firm in Taiwan, where she gained significant experience with respect to foreign investments in Taiwan and large-scale international procurement projects.

Chan Chang Fong, Director, PWC Taxation

Chan Chang Fong is a tax director of the San Jose office of PricewaterhouseCoopers LLP. Mr. Fong is a Certified Public Accountant (“C.P.A.”) of the State of California, U.S.A. Mr. Fong has extensive experience in providing the following tax services to both inbound and outbound multinational companies:

• International, U.S. federal and state tax planning

• Settlement of controversial tax issues and ruling requests with the U.S. Internal Revenue Service (“I.R.S.”)

• Transfer Pricing / Advanced Pricing Agreements (“APA”) for multinational companies

• U.S. federal and state tax compliance

Mr. Fong received his Master of Business Taxation from the University of Southern California in 1999. Mr. Fong received his bachelor degrees in Accounting and Business Administration from the University of Southern California in 1998.


Mark Horn, Senior Managing Director for Technology, Private Equity & Life Science at East West Bank

Mark joined East West Bank in July, 2011 as Senior Managing Director for the Technology, Private Equity and Life Sciences Practices.  For the past 2 years, Mark has been building teams of Technology bankers, as well as, starting the Private Equity and Life Sciences practices for East West Bank.  Mark has nearly 35 years of commercial banking experience working with start-up entrepreneurs, small and medium sized businesses through Fortune 1000 multi-national corporations.  For the past 16 years, Mark has focused almost exclusively on creating banking solutions for technology-based companies and the private equity sponsors that fund these rapidly evolving businesses.

Before joining East West Bank, Mark co-managed the Equity Fund Services Group at Comerica Bank in Menlo Park, CA where he contributed to the rapid growth of that business segment during one of the most challenging commercial banking environments.  Mark began his technology career with Silicon Valley Bank in the mid 1990’s.  There he held a variety of roles including that of the original strategist and founder of SVB’s Emerging Technologies Division which focused on start-up, pre-venture funded technology and life sciences companies.  Prior to that, Mark held various management positions with both domestic and foreign commercial banks.

Originally from Chicago, Mark did his undergraduate work at the University of Illinois in Finance and Economics. He also received an MBA from the University of California at Berkeley in Finance and Organizational Behavior/Industrial Relations.
