Based on very recent experience within the Black community, one issue that really sticks like glue and it resonates.  Stop the Murder of People of Color.  Libertarians should take a open and firmer stand on the death penalty issue.
I suggest that Gary make a public stand opposing use of the death penalty.
This is consistent with what most Libertarians, ACLU and NAACP members feel about the issue.  There is a fairly strong state organization that has opposed it for many years - Texas Coalition Against the Death Penalty (TCADP).

Houston Activist Says Johnson "Will End
Uncle Sam's Mania For Locking Up Black Males"

        (TEXAS) -  Two-term former New Mexico Governor Gary Johnson will bring his

Libertarian presidential campaign to Texas for six days in August.

          Johnson, who is running on a campaign of support for civil liberties, opposition to

excessive economic regulation, and a non-interventionist foreign policy, has announced the

following schedule:

Aug. 14, Tuesday - Midland

Aug. 15, Wednesday and 16, Thursday - Ft. Worth

Aug. 17, Friday - Austin

Aug/ 18, Saturday - San Antonio

Aug/ 19-20, Sunday/Monday - Houston

        Jeff Daiell, a long-time Libertarian Party activist, noted, "Gov. Johnson is committed

to the repeal of victimless crime statutes.   He wants to end Uncle Sam's mania for

locking up black males -- an issue neither Mr. Romney nor Mr. Obama has the courage to


       Daiell holds the record for the most votes, and the highest

percentage, by a Libertarian nominee for  Governor of  Texas.  

        Gov.  Johnson's running-mate is former California Superior Court Judge Jim Gray.  

The 2012 Libertarian ticket is thus one of the few alternative presidential tickets to include

two elected officials.
