Title IX Religious Exemptions

A new State Bill would amend Title IX exemptions for religious universities. Principally related to housing and facilities for LGBT students. Is the bill, an intrusion into religious doctrine, like some (http://thefederalist.com/2016/06/21/california-bill-would-ultimately-erase-religious-schools/) claim? Does it fairly limit (https://edsource.org/2016/california-bills-take-aim-at-religious-colleges-that-seek-to-bar-transgender-students/564869) the Title IX exemption? Are all exemptions perpetuating religious persecution of women and LGBT?
