std.lib Meetup: "Kick-off"

As announced in the last July and August meetup, we will kick-off our C++ standard library meeting series proposed by Harald. This meeting series will be parallel to the normal C++ user group meetups. In this series, we will have an in-depth look at the C++ standard library, the standard itself and possible implementations. Our goal is to implement selected parts of the standard library ourselves to get a better understanding for the std.lib and C++. We will kick-off this series with something easy to have a smooth start into the meetups: std::min(...) The code will be committed to a public repository for everybody to be able to access.
