China's new leaders emphasize the "peaceful" nature of their country's meteoric rise, and their own determination to begin a new era of economic liberalization and reform. Yet frictions between China and its neighbors in Asia have only increased in the past year, and every day brings news of increasing press and political crackdowns within China. How should Americans judge the positive and negative signs from today's China -- and the opportunities or potential points of conflict that China's rise creates.
