import() as a function

Normally we do NOT use proposals, but for this time ...
This time we handle `import()`, which is currently in Stage 3, as a proposal and might become really useful. We will analyze the feature in depth, discuss and code. This topic is also perfect to dive deep into the proposal 1 and figure out where things are defined the way they work.
