What will be the impact of declaring a Climate Emergency in Kirklees?

February Green Drinks will consider the implications of the declaration locally of a Climate Emergency. A new campaign has been set up which persuaded Kirklees Council to declare a "Climate Emergency" on 16th January.
What are the practical measures that our council could adopt in tackling carbon emissions? There are opportunities in energy conservation, setting new housing standards, transport emissions, air quality, tree-planting and waste management.
