"How to Maximize your Chances on getting a Grant

from the Chief Scientist's Office"

The Office of the Chief Scientist [OCS] in the Ministry of Economy has been one of the main drives of the development of the hi-tech and life sciences industry in Israel.

Michel Hivert - Managing Director, MATIMOP (http://www.matimop.org.il/) and Boaz Lipshitz, CPA (Isr.) MaximOCS (http://www.MaximOCS.com) will give presentations on Chief Scientist's Office programs for entrepreneurs and startups. MATIMOP (http://www.matimop.org.il/) plays a pivotal role in the matchmaking process for companies participating in cooperative for industrial R&D projects, and provides overall assistance in various stages such as: negotiations, submission of projects for grants or soft loans from the Office of the Chief Scientist, and reaching final agreements between the parties.

It is important to note that there is an automatic increase of 10% for R&D grants in Jerusalem, as it is a Development Zone A. In addition for certain R&D programs involving Haredim or Arabs, there is coverage of 85% instead of 50%!

Michel Hivert - Managing Director, MATIMOP (http://www.matimop.org.il/) will speak about MATIMOP and about the changes expected when the Office of the Chief Scientist is transformed into the Innovation Authority.

Boaz Lipshitz, CPA, will discuss practical aspects of OCS fundraising. Boaz will review various OCS routes, the OCS process waiting ahead of you once you decide on going that way, pro's and con's, right,s and obligations in connection to the R&D law. Boaz will give useful tips that can help entrepreneurs and technological ventures management choose the OCS route suitable for them, and maximize the R&D budgets the OCS offers.

After the lecture Michael and Boaz will be happy to meet R&D teams and discuss further.

The OCS, as opposed to investors and VC funds, invests in innovative technologies and focuses less on the business impact. Most Israeli start-ups have received grants from the OCS, especially at the pre-seed stage, which are essentially loans to be paid back only when the company is making sales. The OCS has a wide range of programs depending on the stage of the company, as well as bi-lateral and multi-national R&D programs:

• R&D Fund – The OCS's program for budding (http://economy.gov.il/RnD/Programs/Pages/New_Companies.aspx) and mature companies.

• Magnet Tracks (http://www.magnet.org.il/article.aspx?id=847) – For industrial R&D consortiums involving academia supporting generic R&D.

• The Tnufa program (http://economy.gov.il/RnD/Programs/Pages/Tochnit_Tnufa.aspx) – Promoting technological entrepreneurship at the pre-research and development stage.

• The Incubator Program (http://www.matimop.org.il/programs.html#sthash.w2uvAcrD.dpuf) – providing entrepreneurs with a convenient incubator in to transform a technology-based idea into a commercial product.

• International programs (http://www.matimop.org.il/programs.html#sthash.w2uvAcrD.dpuf) – 40 bilateral Industrial R&D Support Agreements all over the world and participates actively in 5 multinational European programs

Michel Hivert - Managing Director, MATIMOP (http://www.matimop.org.il/)

Mr. Michel Hivert is the Managing Director of MATIMOP - the Israeli Industry Center for R&D, which facilitates international industrial R&D collaboration between Israel and the international hi-tech community on behalf of the Office of the Chief Scientist in the Israeli Ministry of Economy. Under Mr. Hivert’s direction, MATIMOP manages over 50 international R&D cooperation agreements between Israel and foreign countries. MATIMOP plays a pivotal role in the matchmaking process for companies participating in cooperative for industrial R&D projects, and provides overall assistance in various stages such as: negotiations, submission of projects for grants or soft loans from the Office of the Chief Scientist, and reaching final agreements between the parties.

Prior to joining MATIMOP, Mr. Hivert served from 1992 to 2007 in several key managerial positions at Bezeq, Israel's largest telecommunications carrier, including: Vice President of Engineering & Network Division, Director of the Networks Department, and Head of the Digital Transmission Department.

Mr. Hivert holds an Executive MBA (EMBA) in strategy studies from the Hebrew University in Jerusalem, and a B.Sc. in Electronic Engineering from Ben-Gurion University.

Boaz Lipshitz, CPA (Isr.). MaximOCS (http://www.maximocs.com/)

Boaz is the owner of MaximOCS, an accounting office in Ramat HaSharon, providing accounting services for local businesses, outsourced CFO and controlling services. In addition, Boaz accompanies technological and startup ventures applying for government grants from the Israeli Innovation Authority (the former Office of the Chief Scientist - OCS). With over 10 years of experience dealing with the OCS, Boaz is personally responsible for over ILS 65 Million of OCS grants. Boaz, a former Jerusalem resident, worked as a finance manager for 12 years, including 5 years for the Jerusalem government Technological Startup Incubator, BiolineRx. Boaz has considerable experience in dealing with the OCS programs for minorities, such as the "New Companies Program" providing special terms for the Haredi and Arab populations. Boaz Lipshitz, has a BA in accounting and economics and is a Certified public accountant for Israel.
