If you get there before 6:30 you can shoot people in the daylight and get some sunset shots. If you get there at night you can get cool nighttime shots of the building and the cityscape. At 8P we'll hike up the hill to get a combo shot of the Observatory and the city.

Photo shoot at the Observatory. Sun sets at 6:30 - so you can get a nice shot of the sun setting over the hills of Griffith Park. People action at the observatory can be a lot of fun to shoot. Good angle to shoot shots of downtown at sunset and at night. Great overview of the city at night.

Once it gets dark, we can do a short, but steep hike, up one of the trails to get a good shot of the observatory at night with downtown in the background.

(About a 20 minute hike on a fireroad, but steep.

Of course if it gets cloudy or the fog rolls in then the shooting selection is limited.

Luck of the draw.

There is now very expensive paid parking at the Observatory - $6/hour.
And still hard to get.
Here is a public transport option:

Public Transportation - Avoid the Hassle, Take the Bus!

The Los Angeles Department of Transportation (LADOT) operates daily low cost DASH Observatory public bus service from the Vermont/Sunset Metro Red Line station to the Observatory (see map at right). DASH Observatory service operates during the following times.
Monday* – Friday 12:00 noon to 10:00 p.m.
Saturday – Sunday 10:00 a.m. to 10:00 p.m.
*The bus runs on Mondays, even though the Observatory building is closed.

The bus stops in front of the Observatory along the horseshoe driveway every 20-25 minutes. There are also stops at Mt. Hollywood Drive (for access to Griffith Park hiking trails), at the Greek Theatre, and along Hillhurst Avenue in Los Feliz Village. The cost is 50 cents, but only 35 cents with a Metro TAP card. Seniors and persons with disabilities pay 25 cents. Small children (4 years and under) and LADOT or Metrolink pass holders ride for free. Buses require exact change; drivers are not able to make or provide change. There is NO parking in, around, or near the Vermont/Sunset Metro station.

Also check out the Observatory website for hiking options from the Greek theatre parking.
