Disabling Java security schedule

Hi, 

I don't know if anyone can help me, but internally our IT team are trying to package the latest version of Oracle Java SE 1.7 (for many thousands of desktops) so that they can have complete control over the update process and remove all the popups, schedules, disabling  Etc.  Can anyone point me to a definitive resource that describes all the actions / config that will be needed to achieve this? 

We have had problems recently where a user has unintentionally taken an update that has caused issues and the lack of a simple way to fully disable updates is causing Java/Oracle to loose credibility at the moment.
