Bill Chesnut is a Cloud Platform & API Evangelist and Microsoft Azure Valuable Professional (MVP) at SixPivot, located in Melbourne, Australia, with over 30 years of experience across multiple industries. He co-founded the Integration Down Under monthly webcast (https://www.integrationdownunder.com) and is the primary organiser of the Global Integration Bootcamp in Melbourne. He also helps organising the Serverless Days Melbourne and regularly presents at Microsoft events such as Ignite.

McKinsey published a report earlier this year that talks about "Developer Velocity Index" (DVI), a way to measure this. And Microsoft released an assessment tool to help you calculate this.
