Mark Wheeler, AICP, GISP is the interim Chief Information Officer for the City of Philadelphia Office of Innovation and Technology. He previous served as Deputy CIO and Chief Geographic Information Officer leading multiple teams of analysts, developers, and web designers. As GIO he introduced new spatial technologies and established programs to make web mapping, analysis and data sharing easy and accessible to all city staff to better enable decision making. Mark has previously worked as a consultant on planning and spatial analysis projects to local, county and regional governments in New York and New England. He started his career as an environmental educator for the Cornell Cooperative Extension Service of New York. He has a master’s in regional planning from the University of Massachusetts.

Karen Stine is VP of Enterprise Information Management and is responsible for all development aspects of the data warehouse and reporting solution through the management of a cross-functional team and strong vendor relationships. In addition, Ms. Stine leads the data governance initiative to ensure a common language is spoken by the enterprise.

Young was named Senior Vice President of Strategic Planning and Information Services in April 2016 after serving as the Chief Information Officer of the Philadelphia Gas Works for nine years. In her current role Young is responsible for the design, implementation and oversight of a robust, repeatable and participatory corporate strategic planning process. She became an AWS Certified Cloud Practitioner in January 2018. A native Philadelphian, Eloise is a 2017 Citizens Planning Institute graduate who loves her city and enjoys doing volunteer work for area community groups.
