In recent years the narrative has been dominated by technology undermining democratic processes. Chatbots weaponised to divide people on social media, WhatsApp used to spread misinformation, fear over the impact of automation on employment, states attacking business and other states to undermine the stability of an economy and consumer confidence.

It is becoming harder for central government to effectively meet the needs of citizens.

Technology has taken needed criticism. That said it could also offer opportunities to strengthen the delivery of public services. The modern state, and welfare state, were developed in Europe, and now cities like Barcelona are leading the way with GovTech, tech transforming and delivering vital services.

But for growth to continue closer cooperation is needed between public organisations and the start up sector. Users need to be enshrined and ensure that the values embedded in services don’t simply reflect corporate interests. Services must be aligned to public choices and social benefit. What role will central government play when ministers can feel removed from the industry, how can regulation help services meet the needs of the people; how can the ingredients found in cities like London be brought together to deliver for you and me?
