Every business in Quebec is subject to the Charter of the French Language, but what you actually have to do depends on your headcount, your operations, and how you interact with customers, employees and suppliers.

A four-person shop, a 30-person agency and a 120-person employer can face three very different sets of rules.

In this session, we'll walk through the obligations band by band, in plain language:

• What applies to every business
• What kicks in at each threshold
• What changes as your organization grows
• How an OQLF complaint actually unfolds

The final phase came into force on June 1, 2025, pulling thousands of small and mid-sized businesses into a regime that never touched them before. Many owners still think this is a big-company problem, or assume that if they have always operated in Quebec without an issue, they must already be compliant.

Beyond fines that escalate with each offence, non-compliance can cost you in other ways, from having to make changes under pressure to dealing with an OQLF order when there is little room to plan or negotiate.

Handled early, compliance is administrative. Handled under an OQLF order, it can be expensive.
