Minnesota is on the verge of passing the nation’s most restrictive AI legislation. SF 1857 effectively bans anyone under 18 from using "recreational" chatbots and mandates rigorous age verification for all users. We need tech leaders, developers, and policy experts to submit testimony to the Senate Commerce and Consumer Protection Committee before or during the upcoming hearing. We need you to provide 2 minutes of verbal testimony or share written concerns.

Email acarr@ls2group.com to attend or help with testimony.

### The Stakes for MN Tech

  • The "Impossible" Mandate: Requires "proof of age" for any chatbot interaction. This necessitates invasive data collection (biometrics or government IDs), creating massive privacy and cybersecurity honey pots.
  • Vague Definitions: The bill targets AI that "simulates conversation" or appears to have "humanity." This could capture everything from LLMs to basic customer service scripts and open-source research tools.
  • Innovation Tax: With civil penalties up to $5,000,000, the liability risk will force startups to geo-fence Minnesota, cutting off our students and devs from the tools of the future.
