Are Political Parties So Different In Their End Goals?

Let's look at these key points:
Crime: Do we all agree that crime not increase and it should decrease? How do we advance ideas to get there? More funding by the government for police and facilities and judges and lawyers to find, indict, and punish to deter crimes? More government funding for social programs to allow under-advantaged people to rise back up?
Education: Can we all agree that we desire for our younger citizens to have easy access to high quality education with the goal of higher educational intelligence? Do we use more government for funding of schools and teachers? What alternatives to government funding for education are practical?
Healthcare: Can we all agree that our current healthcare model of high costs co-relating w/ high premiums co-in siding with high bureaucracies for uncovered treatments isn't good alongside the overall understaffing of people in healthcare.
Do we still agree with our core constitutional amendments for this discussion citing, freedom of speech, freedom to bear arms, freedom for and from religion?
In the first 3 examples at least. It speaks of more government and/or government intervention and control. Is it to be a Democrat that one desires to have more government control and possibly higher taxes and less individual choices? Is it to be a Republican to have private companies motivated by profits to control crime, education, and healthcare thus allowing freedom to choose more?
Can we be both?
