What's the difference between ignorance and apathy? (* See below)

Around 20% of the voting population do not bother to vote. Is it ignorance, apathy or complacency at work, or is something else going on?

Let's discuss:

• why people vote?
• why people don't?
• what are the concerns around lack of engagement?
• is democracy working when so many people are disengaged?
• what can be done to increase engagement?
