Home care aides are supremely important for those who need them. They do things for us that sometimes our own friends and family would not do (i.e. changing diapers). However, it is hard to find the help you need due to a variety of factors. Claudia Schlosberg is an advocate and ally to those in need of home care. She will discuss her work experience and the challenges facing individuals seeking assistance, and how to navigate the bureaucracy to get that help.

Claudia Schlosberg is a health policy expert and experienced program manager, with more than 35 years of professional experience focused on improving access and quality in public sector programs including
Medicaid and Medicare. As founder of Castle Hill Consulting, LLC, she provides strategic advice and counsel to private companies, non-profits, and public entities to design new programs, secure business
opportunities or navigate complex federal and state rules to achieve program compliance.

Prior to consulting, Ms. Schlosberg served as the Senior Deputy for the Department of Health Care Finance and as State Medicaid Director for the District of Columbia for 4.5 years. Prior to being appointed Medicaid
Director in 2014, Ms. Schlosberg served for three years as DHCF’s Director of the Health Care Policy and Research Administration where she oversaw and managed the Division of Regulations and Policy
Management, the Division of Eligibility Policy and the Division of Analytics and Policy Research.

Today, Ms. Schlosberg also serves as the Interim Convener of the DC Coalition on Long-Term Care and the Chair of the Workforce Development Subcommittee., focusing on addressing the direct care workforce crisis. She is President of the Advancing States Alumni Leadership Network, a member of the Board of Directors of Iona Senior Services, an Adjunct Faculty Member in the Milken School of Public Health at the George Washington University in Washington, D.C., and a consultant/advisor with the law firm of Epstein, Becker and Green, P.C. Ms. Schlosberg’s prior public sector experience includes: Director of the Office of Regulatory Affairs for the CLASS Program, Administration on Aging, and Senior Policy Advisor and Acting Director of Programs, Policy and Training for the HHS Office for Civil Rights (OCR). Her prior private sector experience includes: Partner and Government Affairs Specialist at the law firm of Blank Rome in Washington, DC.; Director of Policy and Advocacy for the American Society of Consultant Pharmacists; Counsel to the D.C. Long Term Care Ombudsman Program; Senior Attorney at the Bazelon Center for Mental Health Law and
Founding Director of Advocacy for the Elderly at the Columbus School of Law at Catholic University. Ms. Schlosberg has thrice been appointed to monitor and evaluate the implementation of federal consent
decrees/settlement agreements involving the provision of health care services and community supports to older adults and people with serious mental and developmental disabilities and has served as an
expert in various lawsuits and arbitrations.
