Who Should Pay (and Be Paid)?

Many are convinced that private enterprise can best address most of society’s needs. Others believe that, while private enterprise has its place, there are areas in which it should NOT be employed. Should we, for example, expect private enterprise to produce the best outcome when employed in providing for national defense, or delivering health care, or in administering our prison systems.
