“2025 Discussion of State and Local Ballot Issues”
By Julie Anne Kempf
Kempf is an election administration and voting rights subject matter expert and former Superintendent of Elections for King County. She is frequently tapped for advice on candidate forums, voter guides, voter registration drives, lobbying and interacting with county Auditors and other voter services projects. Julie Anne is the technical elections administration advisor for the League of Women Voters. She is known for her ability to unpack and explain complex, multi-tiered election issues with precision and humor - not two words you often see used together - and is an in-demand League speaker on voting and democracy topics.
Julie Anne operates a small firm that conducts and advises on both public and private elections, such as union, homeowner’s association, and non-profit board elections. She recently assisted several small counties in Southern states to ramp up their absentee ballot operations to high levels of volume due to Covid-19, during the 2020 - 2022 General Election season. In 2020, she also designed and administered the candidate filing process for Democratic Presidential candidates to participate in the Washington Democratic Presidential Primary, and wrote a guide (with accompanying videos, and of, course, zoom meetings) to transitioning to larger vote by mail volume for small counties in states that have primarily voted at the polls.
She received her BA in Speech and Political Science from Washington State University and attended Seattle University School of Law. Won’t you join us in welcoming Julie Anne?
