There is a man falling from a windowless, cyclopean skyscraper in a nightmare city.

When he hits the ground, everything will change.

They’ll hire you to find out why. To walk down those mean streets where no sane person should go. They’ll pay you to look for secrets that should stay hidden, for truths they can’t bear to face.

And when you do, when you know what the falling man knows, will you retrace those steps up that windowless tower and fall like he did?

This scenario is set in Cthulhu City, an alternate setting for Trail of Cthulhu. It’s a nightmarish alternate-reality 1930s, where a vast metropolis called Great Arkham sprawls across the north-eastern United States. Take some of the most fearsome centers of eldritch activity – Arkham, Innsmouth, Dunwich, R’lyeh, and others—then jam them together and smear a sinister oppressive Mythos-worshipping government over the whole dystopian horror.

The PCs are mostly members of the Armitage Inquiry – formerly a society dedicated to battling the Mythos, now a secret society on the run from the city authorities following accusations of terrorism and sedition.
