Wooded hike in the NW Suburbs, 6.9 miles no shorter option. 2.3 or 3.1 mph

I am hosting a hike in a different meetup group for this event.
We have multiple hike leaders and the group will be spread out between slower (2.3 mph) and faster (3.1 mph) hikers. Nobody will be left behind but you must be able to do the entire hike because there is no shorter option.
Due to Forest Preserve District of Cook County (FPDCC) policy, I'm unable to post the hike to this group. In this group FPDCC closely monitors and enforces the number of people that rsvp.
FPDCC will dispatch police if rsvp exceeds 25 for a hiking event.
Please understand that most people do not change their rsvp on the day of the event.
I'm ok with people not changing their rsvp. However, FPDCC does not take into consideration that many people do not change their rsvp.
As an example, 50 people may RSVP to a hike and FPDCC will dispatch police even if only 25 or 30 people show up that day.
This happens because groups of 25+ hikers must purchase a $300.00 permit in order to hike. I cannot and would not pay $300 to lead a single hike. Meetup.com already charges $300 a year to host a group.
