Tabular Editor 2 and 3 offer the possibility of authoring C# scripts. However, even though TE3 does offer decent intellisense, it's not a match for what you can do in Visual Studio.

In particular if you plan using some external libraries, Visual Studio can provide intellisense on those classes too.

Bringing the code back to tabular editor for execution used to be a bit of a pain, but not anymore, thanks to --yes-- a C# script I authored for this purpose.
