Role of Art in a Civilisation

Once survival and emotional needs are met, art and self-expression can emerge as drives for individuals and societies.
Art in turn can inspire further developments, ideally in a virtuous cycle.
Even when an activity isn't explicitly artistic, it can enable art through technology or reducing barriers to survival.
With that in mind, can creating or enabling art be considered a civilizational goal, or even duty?
