Is EOS a blockchain?

As we've seen in the news recently, a big blockchain company, one that is heavily invested in the Ethereum network, commissioned an independent research about EOS.

The result was a research paper claiming that EOS is no more than a glorified cloud computer. Surprise, surprise... ;)
