Is foreign aid effective?

We will be reading and discussing a forum post on foreign aid - asking the question about whether it is effective or not.

International aid (from the US) accounts for 1.5x more money than international philanthropy from the US. However, the purpose of international aid is somewhat different - along with directly improving global well-being, it is also a tool for geopolitics.
