Elide: All-in-one native tooling for the JVM

Elide leverages GraalVM for a new development modality: native-first tooling with fast startup and shutdown.

Install Maven dependencies, format and compile Java and Kotlin, assemble Docker containers and JARs, all in one binary, and all in the time it takes Gradle to get its boots on in the morning.
