ABSTRACT
IEEE P7000 is the first global standard of engineering design that integrates human-centric value implications and consequences with system requirements. P7000 design processes enable long-term sustainability of value-enhanced autonomous intelligent systems (AI/S). The model is relevant to individuals and organizations who follow socio-technical best practices in the design of AI/S and have a commitment towards the betterment of humanity.
The model is two phased with four stages. Phase 1 investigates the environment within which the AI/S would operate. Integral is the elicitation of the ethical expectations of stakeholders. Stakeholder values are then translated within the development phase into system requirements where the design has built in the ethical values of stakeholders along with mitigation of potential harmful outcomes that could compromise the wellbeing of individuals and society.
P7000 is a model that aligns with existing engineering processes and supports requirements for ethical AI/S certification through CertifAIEd.
Receiving the CertifAIEd mark affirms an organization’s commitment to upholding human values, dignity, and well-being, and to respecting, protecting and preserving fundamental human rights.

Dr. Clara Neppel is responsible for the growth of IEEE’s operations and presence in Europe, focusing on the needs of industry, academia, and government. She contributes to issues regarding the technology policy of several international organizations, such as the OECD, European Commission and Parliament or the Council of Europe. She is involved in efforts related to emerging technologies, standardization, entrepreneurship, as well as societal implications of technology.
Dr. Neppel is also a member of the Supervisory Board of EIT Digital, the Scientific-Industrial Advisory Board of Research Studios Austria, the Software Competence Center Hagenberg Strategy Board, as well as the Independent Advisory Board of the UK RI Centre for Doctoral Training in Accountable, Responsible and Transparent AI.
She joined IEEE after many years with the European Patent Office where she was involved in various aspects relating to innovation, intellectual property, and standards in the field of information and communication technologies.
Dr. Neppel holds a Ph.D. in Computer Science from the TU Munich and a Master in IP Law and Management from the University of Strasbourg.
Gerlinde Weger is a business consultant with over 27 years experience in advanced ICT (Information-Technology-Communications). Being often at the forefront of technological innovation, Gerlinde led the creation of the first North American data-driven financial service web-site, the first North American financial and health insurance portal with customer profiling and phase 1 of the first virtual bank in Europe. Complimenting her experience leading technological innovation, Gerlinde has global cross-sector experience consulting in human capital, focusing on the behavior side of business and technology transformations. Her focus is to enable individuals to learn and adopt ethical best practices within their organizational culture, their business processes and their digital systems. Gerlinde has an MBA from the Richard Ivey School of Business, an HBA in combined Economics and Philosophy from Western University and ITIL and Lean6Sigma certifications. Having worked in North and South America, Europe, Australia, Africa and Asia, her international experience includes financial services, energy distribution, mining, wholesale, food services, technology, advertising and not-for-profit.
