However they have also been used to record the conditions and views of communities, marginalised groups and those whose voice is not heard by traditional means.
Wiltshire County Council has been using video diaries for some time and Steve Milton (Wiltshire’s Head of Community Governance) has helped to pioneer this. He has used video diaries to record the views of communities within Wiltshire such as for example the army wives. Many of these wives are under 18 and have faced many difficulties. Video diaries have given them a new voice but how to use it?
This is a question that Wiltshire is now actively addressing as they look at how they can link the recording of diaries to policy. How can these diaries impact on decision makers so that their decisions reflect what communities feel?
This is the question that Wiltshire is now tackling and Steve will take us through this link between new technology, listening and policy.
