The architecture underneath AI agents is changing fast. At the same time, the new Agent Plugins 1.0 standard gives developers a portable way to package Agent Skills and MCP servers across compatible AI platforms.

In this technical session, we'll look inside Microsoft Scout, explore Agent Plugins 1.0, and examine the emerging architecture of portable agent capabilities.

Then we'll tackle the harder healthcare question: if a capability can travel between agents and platforms, how should trust, evidence, permissions, and governance travel with it?
