The historical trajectory of Canadian immigration has generally supported relatively high (if occasionally racist) levels of admission. These levels have typically enjoyed broad public support. The policy debate, along with pending legislation has shifted rapidly in the past two years. Public support is dwindling in the face of economic troubles and an ongoing crisis in affordable housing. Are these changes justified?
